I am just a volunteer who happens to be a Moderator. Plug in phone to USB 6. Based on everything else you’ve tried, my impression is that there is a problem with that phone and you’ll need to contact Motorola or Verizon for a replacement.
Are you using Motorola Device Manager? As soon as I connected the new device the whole discover and disconnect cycle started over.
